Six-agent arithmetic-admission brief

The user explicitly requested continuation and six assisting agents after PR77. This reopens bounded proposal formulation, not a frozen input or an automatic sign scan. Three agents formulate exact candidate mechanisms; three independently check the best proposal or precise stop reasons.

The complete original target is J=p^2(Y’^2-YY’’)+2(r^2-1/4)Y^2>=0 at every real r, where p=r^2+1/4 and X=pY/4=xi(1/2+ir)/2. First Laguerre alone is not RH. Keep original theta coefficients, all boundaries/mixed terms/tails and zeros.

Admission is not a demand for a completed proof. A conjectural arithmetic lemma can be admissible if its expression, original coefficient hypotheses, uniform domain, specific estimating mechanism and complete conditional transfer are stated; all unproved companion inputs must be explicit. An equivalent target without a separate technique does not qualify. A useful partial result need not alone imply RH, but must change a named bound or independently testable feasibility decision.

No new scans or numerical certificates during formulation. Do not re-run PR77’s twelve general route assessments. Read the closest notes and either advance one concrete mechanism beyond them or state the exact overlap. Prior art only arXiv with hypotheses checked. No outreach, row, thaw or manuscript version.

Assignments: (1) a nonlocal original-pair certificate; (2) an arithmetic Mellin/Poisson block estimate with legitimate completion; (3) a pointwise signed Riemann-Siegel quadratic estimate; then (4) independent algebra/dependency check, (5) matched control/source check, (6) adversarial admission and proposed bounded next action. No automatic computation follows a positive-sounding assessment.
