Result: the Li class (rational Mellin transforms with a pole at 0) meets the Paley–Wiener class of every finite window only in {0}, so no W_λ ≥ 0 certifies any λ_n; the pole that windowing removes is the off-line-zero detector. Corollary of W_4 ≥ 0: the windowed coefficients λ_n^{[log 16]} ≥ 0 for all n. λ_n for n ≤ 60 computed three ways (definition / Bombieri–Lagarias arithmetic formula / 4000 zeros + tail), agreeing to 1e-6 (lambda_arith.json).
